  1. the financial framework is balanced since, for 2018-2019 to 2022-2023, improvements of $950 million have been provided for, compared to the March 2018 Québec Economic Plan;.
  2. revenue growth is based on forecasts reflecting developments in Québec's economy;
  3. the change in planned expenditure corresponds to the cost of public services that was announced, with the funding required for the cost of service being provided;
  4. debt reduction objectives are met and debt repayment has begun;
  5. provisions and a reserve are provided to manage risks and uncertainties.
